A Guide About LTO’s Electronic Driver’s Licenses

As part of the Land Transportation Office’s (LTO) larger digitalization efforts, you can now use your electronic driver’s license (eDL) in the Land Transportation Management Systems (LTMS) portal instead of a paper copy.

All you need is a data-capable cell phone, and you’ll always have access to your eDL. LTO says that photos and screen shots of your eDL will not be accepted.

In a statement, LTO Officer-in-Charge Assistant Secretary Hector Villacorta said, “The eDL is a valid, safe, and alternative way for people who drive cars to get a license.”

LTO Memorandum Circular No. HAV-2023-2410 says that people who have an eDL will have the same rights and duties as people who have a physical driver’s license. This includes, but is not limited to, rules about breaking driving laws and giving fines and other punishments.

The lack of plastic cards for driver’s licenses at the LTO also made it possible for the eDL, which was just announced last May, to be put into place quickly. Drivers with a paper license can use the eDL while they wait for their actual cards, which should arrive in August or September but haven’t been sent out yet.

What’s Digital Driver’s License?

The LTMS site will only issue an electronic driver’s license (eDL) to drivers who are in possession of a legitimate driver’s license. This happens on its own and just requires a single login to be active.

How to Access My eDL in LTMS?

  • At the LTMS site, you can sign up for an account.
  • Use your email address or client ID and password to get into the account.
  • On the home page, click the “Digital ID” button.

What’s in My eDL?

You will find a button that lets you see the front and back of your eDL, which is a digital copy of the driver’s license you already have. The license should say at the top, “Digital ID is Active.”

There is a button for your QR Code in the upper right spot. When scanned, it will show more information about the driver, such as the license’s state, type, number, expiration date, and LTO Client ID. This is how law enforcement can make sure that the eDL is real.

Do I Have to Pay for My eDL?

There will be no costs associated with obtaining or using the eDL. However, payments for the renewal of driver’s licenses will continue to be processed in the same manner as before.

Can I Use an eDL Screenshot?

LTO says that law enforcement officers will not accept pictures or copies of the eDL. They will also need to see the eDL holder’s QR code, fingerprint, and photo, which are only available on the LTMS site.

Officers of the law will use the LTMS portal to read the bar code on the eDL.

Can I Drive Without a License?

The LTO and its agents should accept a driver’s eDL as a legal form of identification and permission to drive a car on the road if they don’t have the physical copy with them.

Drivers who are pulled over will only have to show their eDL in their LTMS web account. Those who don’t have the eDL or refuse to show it will be fined for not having a driver’s license.

Those who are pulled over will be given a Temporary Operator’s Permit (TOP) or an Electronic Temporary Operator’s Permit (eTOP), which is like a driver’s license card and is good for 72 hours.

If the violation isn’t taken care of within the time limit, the TOP will become useless, which means the driver won’t be able to drive.

If the eDL user has a current or unresolved violation, their LTMS account will be taken away.
