SIM Registration Law Takes Effect

Senator Mary Grace Poe said on Wednesday that Republic Act 11934, also known as the “Subscriber Identity Module (SIM) Registration Act,” will be fully implemented on December 27, 2022.

Poe proposed the ₱11.32 billion budget for the DICT for the year 2023.

The SIM Registration Act, signed into law on October 10, 2022, says that SIM cards must be registere. This is meant to stop crimes like text scams make possible by mobile phones.

“As the text capital of the world, we hold precious our means to communicate. And anyone who abuses or misemploys the system for their own fraudulent and unlawful interest. Must be traceable and subsequently held accountable,” Poe say.

Under the law, the SIM must be registere before it can be use. Everyone who owns a SIM must report it within 180 days. And the deadline could be pushe back by 120 days if there was a grace period.

Poe said that an IRR would make clear the rules and procedures for registering a SIM card, giving telecommunication companies and the public enough information and time to comply.

The law says that 60 days after the law goes into effect. The IRR must be release by the National Telecommunications Commission in cooperation with the DICT, the National Privacy Commission, telecommunications companies, and consumer groups.
