Quezon City Opens Online Application for Right to Care Card

The local government of Quezon City has announced that registration for the “Right to Care” (RTC) card can now be done online through QC E-Services.

The RTC card is available to queer couples or couples where at least one partner is a Quezon City resident.

What is Right to Care Card?

The Right to Care Card is a Quezon City-issued ID that recognizes same-sex couples, allowing them to make medical decisions and access hospital information for each other, especially since they are not legally recognized as married in the Philippines.

Interested online applicants must register through the QC E-Services platform using a registered email, select the RTC card service, and submit personal details of both partners.

After applying, applicants can track their status online and schedule an orientation.

For manual applications, applicants may visit the Gender and Development Council Office at the Quezon City Hall Compound.

Both online and walk-in applicants are required to attend an orientation. QC residents must present a valid QC ID, while non-residents must present at least one valid government ID. Applicants will also sign a Special Power of Attorney (SPA) during or after the orientation in the presence of legal counsel.

The city government said applicants will be notified regarding verification, approval, and availability of notarized documents through official updates and email.
