Digital Revolution Brings New Era of Workforce Regulations

On Friday, the National Economic and Development Authority (NEDA) held the final public consultation on the draft of the implementing rules and regulations (IRR) of Republic Act (RA) 11927, or the “Philippine Digital Workforce Competitiveness Act.”

The proposed IRR adds to the digital skills roadmap, which will improve digital skills in the tech industry and business, taking gender and social inclusion into account. The government will hold consultations with stakeholders from the government, industry, academia, and the labor sector.

The IRR has programs in place for upskilling, reskilling, and training. These programs aim to address the gaps in digital technology and map skills and encourage Filipinos to be innovative and start businesses in the digital world.

In addition, the Department of Trade and Industry (DTI), Department of Science and Technology and the Department of Information and Communication Technology (DICT), will give special attention to micro, small, and medium-sized businesses (MSMEs). They will promote business and economic opportunities for MSME startups through digitization and digitalization. MSMEs will receive support in the form of technology and low-interest loans to make this possible.

Finally, the DTI, in partnership with the DICT, local government units, other relevant government agencies, and the private sector, will establish shared service facilities to support the development and improvement of the digital workforce’s digital skills and abilities.

In July 2022, RA 11927 was signed into law. It aims to improve the country’s digital workforce, help the economy return after the pandemic, and make the land more productive and competitive.

It has plans to improve the country’s digital skills by giving all Filipinos of working age 21st-century skills, like artificial intelligence, to make the most of the growing number of jobs made possible by digital progress. Digital Workforce Regulations
