House Reduces PhilHealth Premium to 3.5%

Aside from the consideration of the PHP 200 salary increase which we shared yesterday, House of Representatives approves another House Bill.

The House of Representatives approved House Bill (HB) 11357 on the second reading last Tuesday.

What is House Bill 11537 for PhilHealth?

House Bill 11357 proposes changes to the Universal Health Care (UHC) Act, including reducing the PhilHealth premium rate from 5% to 3.5% for all members.

Additionally, migrant workers, whether land- or sea-based, will no longer be required to pay premiums.

Instead, their employers will cover half of the premium cost, while the Philippine government will cover the other half.

This aims to ease the financial burden on migrant workers while ensuring they still have access to health coverage.

It is important to remember that the premium rate would be adjusted yearly based on studies that predict future health costs, which would be reviewed by an independent group and approved by Congress.

For now, the Senate has already approved its version of the bill, which is Senate Bill 2620. After the House and Senate versions are reviewed and any differences are resolved, the final version of the bill will be signed into law by the President.
