NTC to Verify Users With More Than 100 SIM Cards

The National Telecommunications Commission (NTC) has ordered mobile network operators in the Philippines to conduct stricter verification of subscribers with more than 100 SIM cards registered under their names.

In a directive issued on October 28, the NTC gave telecommunications companies 15 days from receipt of the memorandum order to conduct know-your-client (KYC) checks on these subscribers.

According to the NTC, registering large numbers of SIM cards under one name has been used by organized scam groups, small-time scammers, and operators of SMS blaster devices.

Under the directive, telcos must deactivate SIM cards if their registered owners cannot establish continued possession, control, and legitimate use.

This also covers SIMs that have been sold or transferred without following the registration procedures under Republic Act No. 11934, or the SIM Registration Act.

The law does not set a limit on how many SIM cards a person can register. However, the unauthorized sale or transfer of registered SIMs is punishable by six months to six years of imprisonment and/or a fine ranging from PHP 100,000 to PHP 300,000.

The NTC also reminded subscribers to ensure that all SIM cards they personally use are registered under their names, particularly those linked to banking apps, online platforms, and mobile payment services.
