LTO Extends License, Vehicle Registration Validity Due to LTMS Issues

The Land Transportation Office (LTO) has extended the validity of driver’s licenses, student permits, conductor’s licenses, motor vehicle registrations, and medical certificates due for renewal starting July 1, 2026.

The nationwide extension, issued under LTO Memorandum Circular No. MVL-2026-5271 dated July 29, 2026, will remain in effect until further notice due to the ongoing downtime and slow performance of the Land Transportation Management System (LTMS).

During the extension period, affected motorists and license holders will not be charged late fees or penalties for renewal transactions.

The advisory also covers the validity of student permits and medical certificates due for renewal.

The extension will remain in effect until the LTO’s Management Information Division confirms that the LTMS has been fully restored and a new memorandum circular is issued ending the extension.
