Delivery of Plastic Driver’s Licenses Temporarily Suspended

Quezon City court has issued a preliminary injunction, effectively pausing the delivery of plastic driver’s license cards by the winning bidder, Banner Plasticard Inc.

This move has significant implications for both the Land Transportation Office (LTO) and the public seeking driver’s licenses.

The conflict stems from a contract dispute between the LTO and ALLCARD Inc., the losing bidder in the driver’s license card production deal.

Rather than a brief restraining order, the court issued a preliminary injunction. This means that plastic card deliveries will remain suspended until the legal case reaches a conclusion or the court issues a different ruling.

If the injunction takes effect, the LTO will be compelled to revert to issuing paper licenses for new applicants. This is a significant setback for the LTO, which had successfully reduced its backlog of 2.4 million driver’s licenses to 2.2 million through its collaboration with Banner Plasticard Inc.

It’s essential to note that the injunction is not yet in force. Its activation hinges on ALLCARD Inc. posting a required bond, and as of Friday, this had not occurred. Consequently, card deliveries are currently continuing.
