A recent audit raised concerns about the delayed implementation of the Land Transportation Management System (LTMS) project by the Land Transportation Office (LTO), which had a budget of PHP3.14 billion.
However, according to Dermalog Identification Systems, the German firm behind LTMS, the project is not behind schedule. They claim that it met user acceptance criteria in August 2019 and has all the planned features.
Dermalog’s LTMS project director, Till Dunkel, mentioned that they delivered a fully functional system. The issue seems to be that the LTO hasn’t fully embraced or promoted the system’s features to benefit drivers and vehicle owners.
While the system was ready for use in August 2019, the delay appears to be related to the readiness of LTO offices, which was not Dermalog’s responsibility.
Dunkel suggested that LTO employees have been resistant to using the system, despite its convenience and efficiency. Regional offices haven’t fully adopted the online features, still requiring people to visit in-person for transactions.
He emphasized that the goal is to get people to use the system as intended. It’s designed to improve road safety and prevent fraud in dealings with the LTO. So far, 264,000 motor vehicles have been initially registered in the new system.
In conclusion, while there have been concerns about delays, Dermalog believes the LTMS is a valuable tool for the LTO and should be embraced to modernize the Philippines’ transportation processes.
