How To Contest MMDA NCAP Violations

The following guide will help you contest an NCAP violation, regardless of whether you’re one of them.

Contesting NCAP violations:

  • Documentation
  • Adjudicating traffic violations

The documents should be prepared in advance.

Firstly, if you wish to file a complaint or contest, you will need to gather the following documents to do so:

  1. A copy of each OR/CR is required
  2. Please provide two copies of your identification
  3. A printed copy of your Notice of Violation (NOV) is required
  4. Notarized complaint form

There is a difference between the NOV, which can be printed at the office, and the complaint form, which must be notarized and downloaded online.

Proceed to the Traffic Adjudication Board

The traffic violation should be taken to the Traffic Adjudication Board of the city where the violation occurred.
  • For Manila City: Manila City Hall
  • For Quezon City: QC City Hall
  • For Valenzuela City: City External Services Office (CESO)
  • For Parañaque City: Parañaque City Hall

Present the required documents to complete your application.

You will be asked for the required documents if you do not have the necessary documents. As long as you have all these documents, you will be able to queue up for the adjudicator’s meeting and meet them.

As part of the screening procedure, they might also ask you to withdraw your complaint if it lacks merit, so you may be asked to do so.

Give a brief explanation of your side of the story.

There is no doubt that the adjudicator is an expert in traffic laws. As part of his explanation to you, he will also explain the reason for your violation and the pertinent laws/ordinances governing it. There will also be an opportunity for you to demonstrate your side of the story after that.

Your violation record will be deleted in the system within the following day if they deem your explanation to be credible or valid and deem it to be good. It should be noted, however, that they will not provide you with any cancellation certificate.
