LTO’s New System Is Causing Delays

A massive drop in daily transactions has been report by the Cebu City Licensing Office, just like other LTO offices. The number of transactions is down from 1,200 to 400, according to Joel Maloloy-on, head of the Land Transportation Office (LTO)-Cebu City District Office.

According to him, the problem was cause by their new information technology system, which was replaced by the Department of Transportation (DOTr) and Land Transportation Management System, which replaced Stradcom’s hardware, software, and data components Stradcom had provided since 1998.

In addition, he said they have already requested permission to use a dual system, allowing them to use the old Stradcom for fast-track transactions.

Land Transportation Office (LTO) chief Aquilino “Koko” Pimentel III is already questioning why Php 3.15 billion was pay to IT service providers for a faulty online licensing and registration system. As a result, Pimentel believes the LTO must explain why a full payment was madk to the vendor of this IT system that has unresolved issues and is causing massive disruptions to LTO processes.

He added that even the new LTO chief Teofilo Guadiz III has acknowledged that glitches in the land transportation management system (LTMS) are causing massive delays nationwide in LTO transactions.
