Roren Marie Chin, the Chief of Public Information and Assistance Division at the National Privacy Commission, confirmed the breach, indicating that a breach notification report has been filed.
The Department of Information and Communications Technology (DICT) Secretary, Ivan John Uy, acknowledged the breach and highlighted that the agency is actively investigating the incident. Unlike the Medusa ransomware attack on PhilHealth, this breach does not involve ransomware but constitutes a substantial data breach.

Initial investigations by PSA revealed that the breach primarily affected the Community-Based Monitoring System (CBMS). This technology-driven system is instrumental for local government units in collecting data for planning, implementation, assessment, and intervention activities.
Moreover, the Department of Social Welfare and Development relies on the CBMS to identify households for enrollment in social protection programs, such as the Pantawid Pamilyang Pilipino Program.
PSA is diligently probing this alleged data leak to ascertain the extent of the breach and mitigate its impact on sensitive community-based data.
