The announcement was made via Twitter by Carl Pei(OnePlus Co-founder). Android Nougat update will be available as an over-the-air update so you might have to wait for a few days before you receive the notification.

For those who knows how to manually apply the update, OxygenOS Open Beta 1 (N) for OnePlus 3T is available on the forum section.
